He was also the first president, as well as chairman, and one of the original incorporators of the Philippine Rural Reconstruction Movement.〔Flavier, Juan M., ''Doctor to the Barrios'', page 6.〕 He testified in front of the United States Senate Committee on the Philippines in 1919 to explain the state of higher education in the Philippines.
